Define "Help" page (see foot of main page) - need to add a style-guide here
"Main Page" welcome message and start of structure - part of this has been copied to the about:tecniq page, suggest that these parts be removed from main page. Suggest adding a 'welcome' message inviting visitors to register and contribute. Assure users that we are not farming email addresses (see privacy policy).
Structural framework for rest of site- All Technical staff
Use of Categories - DS (help page defined Help:Contents)
Redefine user permissions (currently, public read and authenticated write only) - DS (continuous action for moderators)
Use of moderators - Wiki Board (DS, RF, ST, RP, RW)

Redefinition of user permissions to have the following authorities:
1. anon - read only
2. email not authenticated - same as anon
3. email authenticated - write,edit,create page access
4. upload access (granted by bureaucrat) - upload files (also requires email authenticated)
5. bureaucrats - 'god like' abilities - protect pages, change user rights
6. WikiSysop - god's boss
7. System Administrator - can do what he likes to the system running the site, web server and database server.
RSS feeds modules - no module needed - simply use the Special:RecentChanges feature
Email setup - watched pages can result in delivery of email to user if desired by user. on a user by user basis, according to the users own preferences.
